Looks like Cape Girardeau's Chamber of Commerce is launching a fact-finding expedition to explore what it would take to transform Cape County to a charter form of government. It's a long process. Jefferson County's fourth try now includes an online resource and a draft constitution. Take a look at their document and tell me what you think. Or, pretend you are your favorite U.S. Constitution-signer and how he would approach the issue of changing Cape County's form of government.
