Mistrust pushes Knudtson, Purcell to silence

Mistrust over secret recordings made by Cape Girardeau County 2nd District Commissioner Jay Purcell has prompted Cape Girardeau's mayor to say he will never talk to the incumbent again.

Purcell and Knudtson both acknowledge the lack of communication has little consequence as Knudtson meets often with Presiding Commissioner Gerald Jones on overlapping issues. But the mayor's words highlight a growing divide between two of the county's most outspoken politicians, both of whom have been elected to represent residents of Cape Girardeau.

Purcell, a Republican, is seeking his second term as commissioner. He is opposed by independent candidate Rock Finch.

"If in fact Jay Purcell is successful in being elected for another four years, Cape Girardeau's representative on the county commission is rendered useless because this mayor will never talk to him again and no elected official in their right mind will ever speak to him again, especially if they can't speak candidly without fear of being recorded and on the nightly news and in the newspaper," Knudtson said.

Knudtson is opposing Purcell because of the secret recordings and because he believes the disruption Purcell is causing in county government is misdirected and immature.

But it also raises the question of how county officials communicate with leaders of the county's largest city. The 2nd District commission seat represents most of the residents who live within Cape Girardeau city limits.

Purcell and Knudtson never had a friendly relationship, a frostiness that extends back to when Purcell sat on the Cape Girardeau City Council and Knudtson was elected mayor, Knudtson said.

"I have never asked Jay Purcell for anything in my life," Knudtson said. "I don't anticipate ever asking him for anything. My meetings and interactions with Jay Purcell from our time on the council were limited to meetings that had to occur because they were meetings he was in at that particular time."

Purcell said he and Knudtson have never spoken more than three or four times a year since he was elected to county office in 2004. Knudtson has appeared to favor speaking with Presiding Commissioner Gerald Jones, Purcell said. The lack of a relationship won't hurt the city's interests.

"I am going to concentrate on fair and open government like I have been," Purcell said. "What Mayor Knudtson may choose to do is his own business."

Knudtson and Jones have lunch at least once a month to discuss issues requiring cooperation between the city and county, Jones said.

"We've been doing this for years," Jones said. "We just try to make sure that we know what one another is doing and we don't do something that might adversely affect the other. It makes for a lot better cooperation than to have to hear about it somewhere else."

Examples of city-county cooperation that required finesse and trust include the tax incentives for Kohl's, Sears and NARS to locate in Cape Girardeau, Jones said.

Currently, the city and county are trying to work out their differences on the bills for overhauling the heating and air conditioning in the Common Pleas Courthouse. The city owns the courthouse; the county rents it from the city for a nominal fee. The heating and cooling system overhaul was funded in part by a grant, but additional costs must be covered. The issue is how to divide the expense.

"There are a lot of things you have got to do to work together," Jones said.

But having a strong relationship with the 2nd District commissioner would help by increasing the communication between both governments on mutual issues, Knudtson said.

"Common sense will tell you that people that have good relationships have a more likely chance of achieving success than those who don't," Knudtson said.

His professional relationship with Jones works because it is based on trust grounded in experiences that show the trust is well placed, Knudtson said. "He has been forthright with me and always in an honest and honorable fashion as he has represented the county."

The communication issues created by the bad atmosphere in the county commission doesn't stop with the county's relationship with city leaders, Jones said. Within county government, he said, Purcell isn't trusted.

"He has disrupted so much it is unbelievable," Jones said. "No other officeholder wants him around. I have never called him. I only talk to him when I have to."

You folks wouldn't believe what goes on in the City of Cape back rooms. All smiles and glad-handing in public - like at the fair last night Mayor - but the deals that go on behind closed doors are something to behold. Besides, folks, you know that "they" read these comments, don't you? They read, then shake their collective heads and have a good laugh about it. Been there, seen it.

So, the mayor calls Purcell immature, then proceeds to explain that as a result, he will never speak to him again? Something wrong with this picture...?

I agree. What does the mayor have to hide? What do any of them have to hide? They work for us, we should know what's going on. I applaud Purcell for trying to bring things out in the open.

Is this Cape Girardeau MO or Cairo ILL? the two situations are diffrent but at the same time the similarities are there.

What does the mayor have to hide? Is he worried that all the lies that he tells in order to get what he wants will come back to bite him? All the secret deals that he backs out on after he gets what he wants. This guy is worse than a used car salesman. Make no doubt, Mr. Mayor, that if you EVER have a conversation with me, it will be recorded to confirm evey lie that you try and back out on. Just ask any police officer in Cape about the mayor and his back room deals that never come true.

Purcell just keeps looking better all the time. He's the only one who seems to be standing up for the citizens. The mayor and other politicos obviously want eveything to be hidden so they can say 1 thing behind closed doors, then flat-out lie about it to the public. It's long past time in this country that the cockroaches were forced out into the light. Keep up the good work Purcell.

I'm happy to see our Royal Mayor make a fool of himself with his childish statement of not ever taling with Purcell again. I've always thought he suffered from the big fish/little pond syndrome.

Its time to clean things up within the City and County!
Frankly Mr.Mayor you should resign tomorrow!Your tirade concerning the office of Commissioners was less than "adult" and honorable!Get out,we don't need a "do nothing man in our City Government.
Purcell must also GO!like him or not Finch must be elected.Purcell was a trouble maker at Dana and he has been one since!Jay Purcell,you should also resign.And do it tomorrow!Even if you don't it will not matter because my judgement tells me you will be beat badly
in November.Cape Girardeau and Cape County do not need the likes of either of you!More than just my opinion!!

btw...Found several 'positively' written articles on Finch's getting on the ballot. Whereas, most mentioning Purcell seem fairly negative...YET...the outcry on today's articles...seems to SUPPORT transparency (and Purcell's questionable behavior of recording public conversations).

What a sad situation. I think they all need to be run out of office and we need to start over completely fresh all the way across the board. I don't think our City officials can take care of our city because they are all too busy covering their own butts. This is starting to sound like another city in another country and not at all the way a city should be run her in the good old USA. Get rid of them!

What exactly is it that Mayor Knudtsen plans to say other elected officials that he wouldn't want the citizens to hear?

He works for us, after all. And now he says he basically won't perform some of the duties of his job because he's afraid his conversations will be recorded? Does he think we'll all be appalled by what we hear? What has he said in the past that has him so worried?

Mr. "Don" Knudtson you need to act more like a leader in this matter. If you both worked somewhere and your job did not effect anyone that would be one thing. But as the MAYOR you need to be proactive and work with others in the community whether you like or not. Your attitude in this article will be read by many both in and out of the community.

Any business looking to locate here will do their homework and evaluate whether this is a climate they want to invest in. At this point I would say it is not. Anyone can google Cape or your name and this stuff comes up.

You need to be more mindfull of helping to keep existing business in your town and not be acting like some child. Next time you have your lunch date with a member of the "family" you both should try and figure out how to work with others. I have it on very good word that you have a business in your town (not manufacturing) that will be relocating once their lease is up. In this economic climate you should be working very hard to eliminate these type of articles that WILL NOT attract new business.

Looks like the Mayor is showing his true colors. I would hope that everyone remembers this when his name shows up on the ballot for county commissioner when Jones finally leaves office. Like him or not if Purcell is trying to make the county government more open, then he would be the last one Knutdson would want on the commission with him.

Jay Purcell has always been a creep. I was totally amazed when he was elected to office. Mayor and every one else in contact with him should be skeptical. I rented from him once and trust me, there were several incidents when I should have had a tape recorder! He is a snake in the grass.

"Don" Knudtson you are the one acting "immature" in your ranting here.

You are suppose to act like a leader of one of the largest towns in our area, instead you are acting like some little baby that got some sand on his toys in the sand box by another kid. Your "monthly" meetings with Mr. Jones I see are starting to rub off on you.

I have attended a few of your addresses and have always been pleased with your reference to Christianity and how to work for the common good. Next time I see you are going to be addressing a group I will be making it a point to not attend. You need to practice what you preach.

Our mayor needs to GROW UP! A person who is honest and trustworthy does not ever need to worry about his conversation being recorded. Only a person who is dishonest and afraid of being repeated or overheard has something to worry about when it comes to conversations being recorded. We need to elect a mayor who isn't afraid of his conversations coming back to haunt him. Mayor K would rather hurt the city of Cape than have anything to do with Purcell. How wrong is this?
Oh and Mayor- practice what you preach. You like to claim yourself to be a Christian. Well- the whole basis of Christianity is forgiveness!

WOW! What is Honorable Mayor saying that he is afraid the voters/taxpayers might like to know?
