A second pair later picked up the pursuit and cornered him on a dead-end street. Santiago tried to make a U-turn and struck their cruiser twice, police said.

He then allegedly drove toward one of the officers, and both opened fire, striking Santiago multiple times.

The officers' names were withheld.
