Sixty-five students at Franklin Elementary School in Cape Girardeau were each allowed to throw a water balloon at school principal Ron Haggard. The students, from grades one through six, had the top scores or the most improved scores on last year's Missouri Mastery and Improvement Test. Haggard was soaked at the end of the event. Cape Girardeau Police Sgt. Carl Kinnison held a stuffed monkey on loan from Bloomin' Balloons. It was similar to one that was stolen from the store last month. Police were offering a reward for information regarding the missing monkey in the belief that other burglaries might be solved along with it. (Southeast Missourian archive)
