About 350 persons were present to voice disapproval of a city zoning law, which would have established a C-X District in Cape Girardeau. The ordinance was designed to tighten the cityŐs stand against pornography. Here, Councilman Paul Stehr, seated at far right, responded to a comment from attorney Stephen N. Limbaugh, while City Manager W.G. Lawley and former city attorney Thomas M. Utterback looked on. In the background are some of the spectators who filled the council chambers to overflowing. Ed Cole with Dana Corporation delivered the keynote address. The Commitment to Excellence Award was presented to Lone Star Industries, Inc.
