Casino, home health care petitions make Mo. ballot

JEFFERSON CITY, Mo. (AP) -- Missourians in November will be asked to vote on two initiative petitions.

One would repeal the state's cap on gambling losses, bar construction of new casinos and increase the tax rate casinos pay from 20 percent to 21 percent. The other ballot measure would allow home health care providers to form unions.

The secretary of state's office said two other voter initiatives failed to collect enough valid signatures and won't be on the ballot. Those measures would amended the state constitution to limit the use of eminent domain for private redevelopment and would have required the use of more renewable energy.
