St. Louis Mayor Francis Slay's office said more than 90 U.S. cities submitted tap water to be judged on taste, clarity and aroma for a competition.

The Conference of Mayors reduced the field to 15. Celebrity judges performed a blind taste test, and then hundreds of mayors chose from among five finalists.

St. Louis came out on top, besting Colorado Springs, Colo.; Long Beach and Anaheim in California, and Toledo, Ohio. The city won a $15,000 prize.
