A year after their inception, Preparing for Academic Success classes seem to be leading to improvement at Cape Girardeau Central High School.

"The data from the first year was promising," said Dr. Mike Cowan, high school principal.

The class is required for all freshmen and encourages character building, study habits and career exploration. Older students who are behind on their graduation requirements also take the class.

First-year data shows fewer freshmen were failing courses and more students were on track to graduate, Cowan said Monday during a presentation to the school board.

The long-term goal of the class is to get 90 percent of students in the class of 2013 accepted into post-secondary study, he said.

"It's going to be a slow, gradual process addressing a difficult issue," Cowan said.

Cowan said tutoring is a big component of the class, along with the teachers' ability to mentor and work with students on various academic issues.

Next year, guidance counselors will be working with the classes at least once a month. A coordinator from Southeast Missouri State University will also be working with students three days a week to develop post-graduation and financial aid plans. The position was funded by a state grant acquired by Southeast and the school district.

In other business, the school board approved tuition for out-of-district students. Rates increased to $7,352 from $6,452. The district is phasing in the increased tuition over the next three to five years to bring rates in line with the district's cost per pupil, which is currently $8,915, said Misty Clifton, director of finance.

During a work session, board members talked about a possible upcoming bond issue to fund districtwide construction and renovation projects. School officials have said they hope to propose a no-tax-increase bond issue to voters in April. Superintendent Dr. Jim Welker said he is drafting bid proposals for an architect and financial adviser to help with the project.
