The Regents' Scholarship is awarded to high school seniors who graduate in the top 10 percent of their class and who have achieved an ACT score of 28 or SAT score of 1,160. Regents' Scholarships also are awarded to class valedictorian and salutatorians who have achieved an ACT score of 25 or SAT score of 1,160. The award covers full-time fees per semester and is renewable for four years if the recipient maintains a 3.5 grade-point average.

Wachter is the daughter of Charles and Retha Wachter of Altenburg and will be a 1995 graduate from Jackson High School.
