A towboat slowly moves up the Mississippi River past flooded restrooms and a pavilion Tuesday afternoon at the Red Star Boat Access in Cape Girardeau. The river stage was 38.46 feet and rising. Flood stage is 32 feet. According to the National Weather Service, the river is forecast to crest at 38.8 feet at 7 p.m. today with water beginning to drop Thursday.
