BENTON -- The Scott County Commission approved a 1995 budget Tuesday that will outspend receipts in the General Revenue Fund by more than $300,000.

Total income in the General Revenue Fund is estimated at $2,388,150, about $48,000 less than received last year. Expenditures from the fund are projected at $2,690,623.

This deficit spending of $302,473 is projected to drop the fund balance from $799,707 at the beginning of the year to $497,234 by Dec. 31.

In the county's road and bridge fund, the commission estimated revenues at $890,400. Expenditures were projected at $919,300, about $20,000 less than actual spending in 1994. The fund balance is estimated to drop $28,900 by the end of 1995 to $200,134.

A major increase in spending for the Landfill Fund is projected for 1995 to meet closure requirements by the Department of Natural Resources. Last year's expenses amounted to almost $16,000 from that fund while the county expects to spend $64,000 this year.

The commission has allocated $140,000 for capital improvements this year: $80,000 for minor repairs and courthouse renovations and $60,000 for a partial payment to buy the county health center as a sheriff's office. The commission approved another assistant for the prosecuting attorney's office this year at $18,000.

In the budget, the commissioners allowed a 3 percent pay hike for those employees making less than $16,000. For those making more than $16,000, the increase is 1.5 percent. The additional salaries for both courthouse and highway department employees will cost the county about $25,000 more than last year.
