Cape Girardeau's city staff has started drafting provisions for possible utility franchise agreements with Union Electric Co. that could be put before voters in November 1990; but the City Council has yet to decide whether to pursue a franchise or establish a municipal utilities system.

MORLEY, Mo. -- The town's Board of Aldermen has dropped impeachment proceedings against Mayor Jim O'Neal as both sides have vowed to work together; the aldermen and the mayor, who have been feuding for months, signed an agreement Tuesday ending the dispute.

The Rev. Ben Cleaver of Cape Girardeau is serving as supply pastor at the First Christian Church in Chaffee, Missouri.

A safe containing an estimated $3,700 is carted away from the office of State College football coach and athletic director Kenneth Knox in Houck Field House in the morning; the money consists of the receipts from the concession stands at yesterday's game with the University of Missouri at Rolla and general receipts of the athletic department; the safe and some of its other contents are located in a creek near Blodgett, Missouri.

Fifty motor trucks pull out from their overnight stand at Fairground Park to go to a dozen district towns, from where early Thursday they will transport Southeast Missouri's own 140th Infantry to Sam A. Baker Park for a week of National Guard maneuvers.

Those who enjoy playing cards as they sip their beer in local taverns have played their last hand; a ruling from the state liquor department says there shall be no forms of gambling permitted in places where intoxicating liquor is sold for consumption; that prohibition includes rummy and pinochle, when played for a two-bit stake.

That game of football between the Jackson and Cape Girardeau high school teams Friday at the fairgrounds broke up in a fight just before the game was to end; two players, one from each team, who had been put out of the game shortly after it started for fighting, came to blows a second time; other players ran to their assistance, and a maelstrom occurred between the bandstand and the judge's platform; even spectators joined the fray.

Archbishop John Glennon presides over ceremonies that dedicate the new Saint Francis Hospital on Good Hope Street; in addition, he confirms classes at both St. Vincent's and St. Mary's Catholic churches.
