Cape Girardeau's proposed five-year Capital Improvements Plan came under fire last night at city council meeting; Councilman David Barklage said he though council should be responsible for cutting projects from plan, rather than abdicating burden to city administrative staff.

Salvation Army has kicked off million-dollar, capital campaign for new building, which will be constructed near South Sprigg-Good Hope intersection; co-chairmen for campaign are Fred R. "Rock" and Judy Wilferth.

25 years ago: March 17, 1977

Homes within one-block area of South Boulevard and William are evacuated after tank trailer carrying 2,000 gallons of ammonia overturns; police evacuate residents because of fire hazard; also, fire officials are concerned that efforts to return trailer to its wheels might cause ammonia to escape; two tow trucks are used to restore tank.

They're running dry on liquor by the drink and package liquor licenses at City Hall; quotas for both types of licenses are nearly filled; but demand - especially for liquor by the drink permits for bars and restaurants - keeps going up.

Arnold Ryan, who coached Puxico High Indians to 176 wins against only 13 defeats in past five years of eight-year career with high school there, announces he has resigned his position.

S.P. Reynolds of Caruthersville, one of organizers of Little River Drainage District and continues member of its board since it was founded in 1907, speaks at Rotary Club meeting; Reynolds, who is 90, outlines history of levees along Mississippi River and troubles that arose because of independent action of different levee districts.

Rabbi Samuel S. Mayerberg, celebrated Jewish leader of America, spoke before big crowd last night in auditorium of Central High School; he spoke under auspices of local chapter of Independent Order of B'Nai Brith, of which organization he is president of District No. 2, which includes Missouri and seven other states.

Name of Edward L. Drum, city attorney, is filed as candidate for place on Cape Girardeau Board of Education; Drum was unsuccessful candidate for election last year.- Sharon K. Sanders
