The cost of mailing a letter is going up. It's uncertain whether it will be 4 cents or a nickel, but the price of first-class stamps is likely to jump to 29 cents, a penny less than the Postal Service requested.

Upsetting a two-year trend of no homicides in the city of Cape Girardeau, 1990 saw three homicides. The department's just-released comprehensive crime report totals for both 1989 and 1990 shows that, overall, crime is up in nine of 16 categories; the largest increase occurred in assault reports.

In an effort to meet the ever-increasing expenses of supporting the Rose Display Garden in Capaha Park, the Cape Girardeau Council of Garden Clubs is forming an organization to be known as "Friends of the Rose Garden."

The State Park Board acquires half interest in a 52-acre tract within the boundaries of Trail of Tears State Park and now plans to acquire the remaining half-interest. Interest in the tract was bought from the American Association for the Blind Inc. for $10,500. Owner of the remaining half is the Eugene Luhr Construction Co. of Columbia, Illinois.

1941

Brothers Earnest and Edward Kirk yesterday finished the lofty and windy job of bolting in place the top 10-foot section of the 185-foot steel radio-telephone tower in the rear of the Erlbacher Foundry Co., 230 N. Main St. The two men, who had never done this sort of a job of steeple-jacking, are regular employees of Eddie Erlbacher. The tower will allow Erlbacher to communicate with his boats on the Mississippi River.

Democrats in Jefferson City have blocked the certification of the election of Forrest C. Donnell, Republican, as governor, and are demanding an investigation of the ballots from the recent election. Holding themselves in readiness as are all other members of the official staff of the governor-elect, Col. W.J. Kies and Col. Rush H. Limbaugh said they plan to go to Jefferson City for Donnell's inauguration. Their uniforms are here, and they're packed for the trip.

1916

Frank P. Foster of Cape Girardeau receives a telegram in the morning saying his store building at Ardeola, Missouri, had been destroyed by fire during the night. Foster leaves at noon for Ardeola.

Huebel & Brunkhorst's Broadway wettery is visited by robbers some time between midnight and 5 a.m. They make off with about $40 in money, several bottles of whiskey and boxes of cigars.
