The special election on Tuesday is an attempt by Scott City officials to impose a tax increase on everyone who uses any telecommunications service. That includes your wire-line phone, cell phone or pager. The poorly worded language of the ballot issue would lead the casual reader to believe that the tax will only be applied to the businesses providing the telecommunications services.
