Authorized contractual agreements with Kenneth and Sherry Inman, Richard and Julia Combs, and Terry and Glenda Schroeter, regarding the acceptance of NRCS Operation and Maintenance Requirements on the Williams Creek Bank Stabilization Project. This ordinance makes the property owners responsible for the maintenance of the creek improvements that have been made on Williams Creek.

Set a public hearing for Nov. 17 to consider the rezoning of Lot 1 and Lots 34-42 of Pioneer Orchard Subdivision from R-2 (single-family residential) district to R-4 (one- and two-family residential) district, as submitted by Missouri Lakes, L.L.C.

Approved the location of traffic safety barriers within the North West Lane and Orchard right of way, as requested by the Southeast Missouri Medical Center.

Approved the closing of streets in the Central Business District from Aug. 16 to 22, 2004, for the annual Homecomers celebration. (Mayor Paul Sander has requested the American Legion, which sponsors Homecomers, to move the celebration up a week in 2005, when the contract with the current carnival group expires, so it will not conflict with the beginning of school.)

Approved an ordinance regulating carnival safety. All carnivals must maintain an 18-foot fire lane, must make sure all temporary wiring complies with city ordinance and is not frayed, and make sure there is proper spacing of security fencing around rides. The ordinance also gives authority to the fire chief to inspect the carnival and facilitate changes.
