Missouri gubernatorial candidate Matt Blunt vowed to restore fiscal accountability in state government during a campaign stop in Cape Girardeau Thursday to formally announce his candidacy.

Blunt, a Republican and Missouri's secretary of state, criticized the administration of Democratic Gov. Bob Holden in a speech to about 30 supporters at the University Center on the campus of Southeast Missouri State University.

"The current administration in Jefferson City has acted as if our role as citizens is to serve and protect the government," Blunt said. "Our message is clear. The days of putting government before the people will soon be over."

He said Missouri is mired in problems ranging from the loss of jobs to unavailable or unaffordable health care.

"It is truly time for a governor that will work with the legislature to find solutions rather than manipulate every decision for possible political gain," he told the crowd.

Blunt -- who officially launched his candidacy Wednesday -- is expected to make 19 campaign stops around the state over the next three days, campaign officials said.

The GOP candidate said he wants to "cut the waste out of state government" and improve efficiency in government operations through better management and technology.

Blunt said the secretary of state's office has reduced its spending by 14 percent and reduced its staff by 11 percent while increasing the quality of services.

"Missourians expect a government that is accountable," he said. "For too long, Missourians have been asked to open their pockets only to see their tax dollars wasted or spent on frivolous or unsuccessful programs."

John Jordan, Cape Girardeau County sheriff, also spoke at the rally and suggested sunnier days are ahead for state government if Blunt is elected.

"There has been a cloud hanging over Missouri. It's been over the governor's mansion," he said.
