The name of the property owner was not released.

The Humane Society says two previous written notices have been issued to the owner, but the conditions of the animals have continued to deteriorate.

The Humane Society says the horses have no consistent access to adequate food, water or shelter. A foal was strangled last week when a rope around its neck became entangled in loose fencing.
