Annexed land upon the request of Gwen L. Freitag.

Rezoned three lots of Peaceable Acres Subdivision from R-1 residential to C-2 commercial.

Executed an amendment to cooperation agreement for St. Vincent Seminary property between Southeast Missouri State University and the city of Cape Girardeau.

Appropriated proceeds of the city's motel and restaurant taxes to pay part of the costs of obligations issued for the River Campus project.

Executed a quit claim deed to Clila LP for a portion of excess right of way from Ranney Avenue.

Amended the city code relating to issuance and execution of warrants.

Amended the city code relating to zoning definitions.

Accepted a permanent access and utility easement from Jerome R. and Mary J. Zimmer for extension of the water distribution system to serve Whispering Oaks Subdivision.

Accepted the improvements completed under the 2003 Street Overlay and Asphalt Program and authorized final payment to Apex Paving Co.

Filed the recommendation of the Planning and Zoning Commission to deny the request of Michael Evans to rezone Lot 1 of a resubdivision of Lots 37, 38, 39 and part of Lot 40 of Twin Lakes Subdivision from an R-1, single-family residential district, to an R-3, two-family residential district.

Discussed proposed changes to the fireworks ordinance.
