ST. LOUIS (AP) -- The St. Louis Board of Police Commissioners is expected to discuss possible discipline for Chief Joe Mokwa at a meeting Friday.

The board on Thursday announced an emergency meeting, presumably to discuss the investigation, which stems from use of vehicles at the city's impound yard. The meeting is closed to the public.

Mayor Francis Slay is now suggesting that Mokwa retire, with his years of service completed and pension secure. Slay says on his Web site that he spoke to an attorney for the chief.

He says the distractions posed by unanswered questions about the impounded cars will interfere with the chief's ability to lead the department.

Slay says he has no knowledge that Joe Mokwa did anything wrong. But he says he's come to believe the city has to make a change.
