Held a public hearing regarding a proposed amendment to the zoning ordinance revising the definition of a home occupation.

Held a public hearing regarding the request of Alan and Ruth Langston and Stephen and Veronica Langston for a permit to construct a new child-care center on the northwest corner of Mount Auburn and Old Hopper roads in an R-1, single-family residential district.

Consent ordinances

(Second and third readings)

Accepted quit-claim deeds and general warranty deeds from various property owners and collector's deeds from the Cape Girardeau County collector for properties with delinquent tax bills.

Accepted a permanent utility easement and temporary access easement from Mitch Kinder Development LLC for the improvement of Randol Farms Ninth Subdivision.

Approved a relinquishment of roadway agreement with the Missouri Highways and Transportation Commission for work related to the South Ramsey Branch lift station and force main project.

Granted a special-use permit to Rivendell Properties LLC for the purpose of constructing, maintaining and operating an office and retail unit at the entrance of Lexington Place Subdivision.

Granted a special-use permit to First General Baptist Church for the purpose of constructing and maintaining a sign at 1812 Cape La Croix Road.

Granted a special-use permit to Stephen and Jenny Stigers for the purpose of maintaining and operating a kennel at 1343 Big Bend Road.

Reaffirmed the action of the council declaring it necessary to improve, provide for the improvement and direct the city to enter into a contract to pave Commercial Street from Walnut Street to Hickory Street.

New ordinances

Amended the city code regarding zoning of home-based businesses.

Accepted temporary construction easements from Duneall Lane, Tonia Lane, B.H. and Flora White for the connection of Ferndale Drive.

Accepted temporary construction easements, a quit-claim deed and a general warranty deed from various property owners for the improvement of Vantage Drive west of Farrar Drive and Farrar Drive north of William Street.

Accepted a permanent easement for the construction of a water main extension as part of the Greater Cape Water Main Project.

Referred a special-use permit request of Alan and Ruth Langston and Stephen and Veronica Langston for the purpose of constructing, maintaining and operating a child-care center at the northwest corner of Mount Auburn and Old Hopper roads back to the Planning and Zoning Commission for further review.

Appropriated funds for equipment for cable access channel 5 for the fiscal year ending June 30, 2005.

Resolutions

Approved a resolution for a subordination agreement with Novastar Mortgage Inc. for a second deed of trust for property owned by Sarah W. Hale.

Accepted a grant of $349,003 from the Federal Emergency Management Agency, Department of Homeland Security, for fire safety equipment.

Amended the agreement between the city and Smith & Co. Inc. for the River Overlook Evaluation Project.

Appointments

Appointed Philip Nacy and J.J. Williamson to the Vision 2020 Community Relations Council.

Reappointed Jeff Glenn, Mike Keefe, Rocky Hayes and Rick Fehr to the Parks and Recreation Advisory Board.

Reappointed Ray Buhs, Robert Blank and Skip Smallwood to the Planning and Zoning Commission.

Other

Approved the improvement plans for a sanitary sewer to serve The Meadows of Whispering Oaks contingent upon receipt of inspection fees.

Approved the preliminary plat of North Pointe Center Subdivision.

Discussed and agreed to preserve a section of the old Mississippi River bridge.
