Don Shelton, Elbert Hubbard and Ed Boyd, each of Sikeston, Mo., started their reserve work for the Scott County Sheriff's Department in 1977. Reserve chaplain Charlie Hill was also cited for his contribution to Scott County law enforcement for his work in the jail ministry. He has been seeing to the spiritual needs of inmates at the Scott County Jail once a week for the past 25 years and intends to continue for the foreseeable future.

Reserve deputies serve with the same training requirements and arrest powers as regular deputies, with the exception that they provided all their own equipment, uniforms and supplies, Walter said.
