PERRYVILLE, Mo. -- Cash-flow problems throughout October have reduced the operating budget of the Southeast Missouri Regional Planning and Economic Development Commission to unprecedented low levels; about $40,000 remains from an initial $419,000 amount appropriated for the agency's operating expenses in fiscal year 1985-1986, which began July 1.

50 years ago: Nov. 1, 1960

A budget anticipating expenditures of $788,609.77 in all funds, the largest in Cape Girardeau history, was adopted yesterday by the city council; the budget is $36,598.39 larger than last year's.

Among the Halloween night pranks discovered today is a huge swastika painted on top of the Missouri Utilities Co. water tank adjacent to Cheney Hall on the State College campus; the swastika was readily seen from the air.

75 years ago: Nov. 1, 1935

Halloween pranksters had a busy night last night, working the old gags of moving about lawn furniture and tipping over small buildings; a large children's slide from Broadway School's grounds is found on the hill north of Houck Field Stadium in the morning; the large ticket office, east of the grandstand at Fairground Park, is turned upside down.

Reports to The Missourian continue to indicate that wolves are thick around the Neelys Landing area; big-game hunter Denver M. Wright of St. Louis, who once staged a lion hunt on an island near Commerce, Mo., has volunteered to rid the area of wolves.

100 years ago: Nov. 1, 1910

From Pacific Street to the river, the windows of Broadway, on both sides of the street, were plastered with soap and chalk by Halloween pranksters last night; merchants and residents spend the morning washing windows.

Trouble is being experienced in getting roustabouts to handle boats on the river, owing to the low stage, which makes it harder to move freight onto the levee; the roustabouts have organized a union and are demanding higher wages; several boats have been tied up for lack of labor.
