The Board of Nursing Home Administrators licenses prospective and current long-term care administrators. The board also develops and enforces standards for long-term care administrators, issues, renews and disciplines licenses, investigates complaints and maintains a register of all licensed long-term care administrators in the state, among other duties.

Unger retired in 2005 as the director of the Lutheran Home in Cape Girardeau. She has been involved in numerous professional organizations as well as community groups. She has served on the Board of Nursing Home Administrators since 1992.

Gubernatorial appointments are appointed by the governor and must then be confirmed by the Senate.
