David Stokes, policy analyst for the Show-Me Institute, will speak about statewide ballot issues at Thursday's meeting of the Southeast Missouri Pachyderm Club.

The meeting will be at 6 p.m. at Dexter Bar-B-Que in Cape Girardeau, 236 South Broadview St.

Stokes will speak about Constitutional Amendment 3, which would amend the Missouri Constitution to change the current selection of Missouri Supreme Court and Court of Appeals judges; Proposition A would allow the city of St Louis police force to be moved under the control of the mayor, away from a gubernatorial appointed board; Proposition B would create a health education trust fund with proceeds from a taxes increase on cigarettes; and Proposition E would prohibit the state government from creating a health care exchange to implement Obamacare.
