Cape Girardeau County Sheriff's Lt. Clann A. "Bud" Proffer Jr. has been named the 1987 recipient of the Timothy J. Ruopp Award; the award was established in 1984 and is named after the former Cape County deputy who became a police officer in San Diego.

The Jackson Fire Department has donated a stepvan to the county, which will be converted into a mobile communications and emergency operations command post for the Cape Girardeau County Office of Emergency Preparedness and the county sheriff's department.

Persons driving on the State College campus may be alarmed to see trees being cut down on the divide along Normal Avenue; the tree-cutting is part of a long-range project that entails the removal of old or diseased trees and their replacement with new plantings.

The Cape Girardeau City Council last night set an April 2 election date for a proposed library tax increase; it will coincide with the annual school election; the election will decide whether the levy to support the library will be 20 cents per $100; it now stands at 10 cents.

A committee representing property owners in the Sunset Terrace area in the west section of Cape Girardeau will appear before the city council Monday with a petition asking that the city take immediate steps to construct a stormwater sewer in that section.

JEFFERSON CITY, Mo. -- Gov. Lloyd C. Stark announces the War Department in Washington has approved the $5,000,000 Wappapello, Mo., flood-control dam project on the St. Francis River; the 70-foot dam will create a lake 30 miles long and 2,300 acres in area.

The busiest place in Cape Girardeau these rainy days is the Elks Club building; a lot of decorators are transforming the interior into a most beautiful picture; the Elks are getting ready for the state convention to be held in Cape Girardeau the last week in May.

Tom Abernathy recently sold his farm, adjoining the town of Pocahontas, Mo., to C.P. Diamond for the sum of $3,600; this is the old John Abernathy place and is one of the oldest farms in Shawnee Township.
