The Cape Girardeau city government is expected to operate on the noticeably lower budget of $18.7 million in the 1988-89 fiscal year; the proposed $18,777,117 budget is about $2.4 Million less than the current year's budget.

Pledging to work toward economic development and trying to make Cape Girardeau County grow, Jack Litzelfelner of Jackson filed yesterday as a Democratic candidate for state representative in the 158th District.

Cape Girardeau Central High School's baseball team advances to the finals of the 1963 Missouri State High School Baseball Championship by downing Francis Howell High of Weldon Springs, Mo., 4-1, at St. Louis' Fairground Park; the Tigers run their season record to 18-1 on the arm of Kermit Meystedt, who allows just four hits in eliminating Francis Howell.

The movement of retail goods from shelves to consumers last quarter in Cape Girardeau County made a sharp gain of 17 percent from the first quarter of last year and set a new dollar record for the county; retail sales during January, February and March, as based on state sales tax records, were calculated as $12,149,756.

Another heavy rain, which sent Cape Girardeau County streams on a rampage for the second day in succession, occurred late yesterday afternoon, centering in the rural sections between Jackson and Oak Ridge; heavy damage was done to the county's corn crop by the overflow.

Lena C. Rhue, district consultant for the child welfare division of the state Social Security Commission, moved her office from Dexter, Mo., to the chamber of commerce building in Cape Girardeau; she oversees 23 counties in Southeast Missouri.

At its meeting last night, the Cape Girardeau School Board voted to furnish books free of charge in all grades of the public schools; in addition, the board established a commercial course in the high school, emphasizing typing and bookkeeping.

Aviator Tony Jannus of St. Louis pays Cape Girardeau an hour's visit at noon, entertaining 1,000 people or so along the riverfront; Jannus is on his way in his hydroplane from Paducah, Ky., where he gave exhibitions over the Ohio River.
