Regular meeting...

Special meeting

* A quorum being present and due notice having been mailed and posted, a special meeting of Kelso C-7 Board of Education was called to order at 6:50 p.m. Aug. 12 by President Gary Reischman.

* The meeting was called for the purpose of conducting a hearing on the 2013 tax levy and for setting the 2013 tax rate.

* Kim Burger, superintendent, indicated a notice on the tax rate hearing was published in the Southeast Missourian. Burger also presented and discussed information in regard to the 2013 tax rate. She also indicated that the proposed tax rate had been forwarded to the state auditor for review. A confirmation has been received back from the state auditor.

* Reischman declared the floor was open for comments and/or questions from the audience on the 2013 tax rate.

* Following the opportunity for the audience to make comments and to ask questions, Reischman declared the hearing closed.

* The tax rate for Kelso C-7 at the rate of 2.9388 by a unanimous vote.

* The 2013 tax hearing was adjourned at 6:54 p.m.

Regular meeting

* A quorum being present and due notice having been mailed and posted, the regular monthly meeting of the board was called to order at 7 p.m. Aug. 12 by Reischman.

* Board secretary, Linda Senciboy, administered the oath of office to board member-elect Elizabeth Glastetter.

* Regular items on the agenda were approved and discussed: amendments to the agenda and consent agenda items (July regular board meeting minutes, current expenditures, treasurer's report, and food service report.

* Burger presented the 2013-14 budget message. The item was discussed and approved by the board.

* Senciboy, presented the annual secretary of the board report. The item was discussed and approved by the board.

* The board approved the transporting of students living less than a mile from school when there are safety issues involved.

* Bus routes for the 2013-2014 school year were approved with the understanding that changes will be made as needed.

* Burger presented the board with information regarding the 2013 MAP scores and the tentative APR (Annual Performance Report).

* The board was given information on House Bill 253 and discussed its implications on the district.

* The board was given new policies and regulations to review and adopt at next month's meeting.

* Burger discussed the following items in the superintendent's report: community work day, items presented at the annual administrator's conference, progress of faculty and staff, in-service and the opening of the 2013-14 school year, and the district checking account.

* The board went into closed session at 8:40 p.m. for the purpose of staff employment as per 610.021 (3) of the RSMo.

* They returned to open session at 8:52 p.m.

* Beverly Keefer was employed as the district speech pathologist for the 2013-14 school year.

* Valerie Dirnberger, Beverly Logan, Albert Kelson, and David Hale were hired as substitute bus drivers for the 2013-2014 school year.

* Amy Robinson was hired as a substitute teacher for the 2013-2014 school year.

* The board adjourned at 8:55 p.m.

* The next regular monthly meeting of the board will be Sept. 9 at 7 p.m. All are welcome to attend.
