Commissioners of the Southeast Missouri Regional Port Authority take time to honor the last two charter members of the board who recently ended their service; chairman Charles Blattner presents plaques of appreciation to C.B. Taylor of Morley, Mo., and C.W. "Woody" Rushing of Cape Girardeau.

Turning colors of the leaves on the trees rolling across the ridges of Trail of Tears State Park are bringing increased numbers of visitors there these autumn days; chilly nights, along with warm days and dry weather, have combined to make autumn's show in the river hills of the county come a little earlier this year.

Mildred Vogelsang of Cape Girardeau is installed as president of the Missouri Library Association at its 63rd annual conference at Jefferson City; Vogelsang is librarian at Central High School.

Showing up the rain-spotted summer, the 1938 autumn season is putting on a drought unequaled for 40 years; September was nearly rainless, and the first 10 days of October have brought nothing resembling a shower.

J.C. Payne, 92, dies at the home of his son, Arch Payne, near Fornfelt; he was the last surviving Civil War veteran in this community, having served with the Union forces.

1913

August Heisler, a farmer living on the Jackson gravel road, sustains a broken leg at a city weigher's scale yard in the west end of Cape Girardeau; a mule he is riding falls, and Heisler's leg is caught beneath the animal; the bone snaps squarely in two between the ankle and the knee.

Frank Shepherd, an electrician, has returned from a two-month stay in St. Louis; he will again resume his duties here as sales manager of the N. Shepherd & Sons Electric Co.
