The judge in the lengthy Westborough Mall case has ruled the city of Cape Girardeau isn't liable for an erroneous decision made by its city manager regarding the reversion of zoning for the development; additional, the judge has found that "no credible evidence" has been offered by the plaintiffs showing that a conspiracy existed between the city and the developers of West Park Mall.

Guitarist Mike Deasy of California, who has performed with such greats as Elvis Presley, Billy Joel and Michael Jackson, will be performing at area schools this week; he is on a Southeast Missouri tour of 22 schools.

The State College Board of Regents has given its approval to plans for a new 40-room, $1,150,000 classroom building on Pacific Street and to a high-rise approach for a new dormitory constructed in the Home of the Birds; the classroom building will house a 500-seat theater that will serve as a workshop for theater classes and for lectures.

Robert F. Hemperley, former state representative from Cape Girardeau County, yesterday became a candidate for the Republican nomination for that post; he is managing partner in the St. Louis-Cape Bus lines.

The Mississippi River is skidding back toward normal levels after passing its crest over the weekend at 36.02 feet; virtually all the riverbank cottages here that had been soaked are free of floodwater; three dozen families that had evacuated their homes in Smelterville last week have mostly gone home.

Charles W. Boutin will succeed W.E. Walker as president of the Cape Girardeau Rotary Club; Robert E.L. Lampkin is chosen vice president, and A.C. Magill will continue as secretary.

The advertisement inserted in The Daily Republican newspaper a few days ago by Capt. H.W. Bridges calling for men to organize a local company of militia to fight in Mexico has brought him few volunteers; most of those who are anxious to see service in Mexico are rushing to the regular recruiting stations.

The county sheriff will sell at the east front door of the Cape Girardeau courthouse tomorrow afternoon the beautiful residence property of L.S. Joseph, former cashier of the First National Bank.
