Casey Lamont Lowery of St. Louis was pulled over Saturday for driving 13 miles over the speed limit, but he ended up being arrested and charged with felony intent to distribute a controlled substance.
Scott City police officer Brooks Brockmire conducted the stop on southbound Interstate 55 on the vehicle with Michigan registration, Brockmire wrote in a probable-cause statement.
Lowery, 35, provided his license and paperwork from a car-rental company when Brockmire noticed a strong smell of marijuana coming from the vehicle, Brockmire wrote.
Lowery volunteered he had marijuana in a pants pocket, stepped out of the vehicle and was placed in hand restraints, Brockmire wrote.
Brockmire recovered one plastic bag labeled "OG Kush," a grinder and $1,180 from Lowery's clothes, Brockmire wrote.
Brockmire took two more containers labeled "Sky Walker" and "Crtical Kush" from the center console of the vehicle, he wrote.
In a duffle bag in the rear passenger compartment, he found $6,000, separated into $1,000 bundles.
In an interview at the Scott City Police Department, Lowery said he was traveling to Tennessee to purchase a vehicle, and the money was for the tow service to have the newly purchased vehicle transported back to St. Louis, Brockmire wrote.
"Lowery then stated he was a 'heavy' stoner, and he often studied marijuana and how to cultivate it," Brockmire wrote.
Lowery had two previous criminal charges for misdemeanor possession of up to 35 grams of marijuana, both in St. Louis, in 2004 and 2007.
