An arrest warrant was filed Wednesday for Stephan Dwayne Anderson, 33, of Cape Girardeau, who is accused of forcing a woman in Poplar Bluff, Missouri, to drive him into Cape Girardeau and stealing her purse in February. An arrest warrant was filed Wednesday for Stephan Dwayne Anderson, 33, of Cape Girardeau, who is accused of forcing a woman in Poplar Bluff, Missouri, to drive him into Cape Girardeau and stealing her purse in February.

The 33-year-old victim said Anderson approached her vehicle at 7 a.m. Feb. 15 as she was getting ready to leave her home on Sander Street in Poplar Bluff, according to a probable-cause statement filed by Cape Girardeau Police Department Sgt. J. Hann.

She said Anderson jumped into the passenger seat of the vehicle, and when she started to get out of the car, he reached into his jacket, simulated gripping a gun under his coat and told her he would kill her if she did not drive him somewhere really quickly, Hann wrote.

Anderson then took her phone, hiding it between his legs, and told her to drive him to Interstate 55 north, Hann wrote.

Near Dudley, Missouri, Anderson convinced her to switch places, and he drove the rest of the way to Cape Girardeau, where she said he drove aimlessly through the city, according to the probable-cause statement.

"(The victim) claimed he was driving in circles and talking incoherently about how he was going to get even with all the people who ripped him off," Hann wrote.

The victim then stated they stopped in two different places and talked to two different people in Cape Girardeau, but she could not say exactly where those places were; she added she was too afraid to try and flee, even though Anderson walked away from the vehicle at one point, Hann wrote.

Later, Anderson drove them to an apartment complex at 909 Hackberry St. and ordered the victim to follow him into apartment 204, taking her purse at the same time, according to the probable-cause statement.

The victim was there between one and two hours as Anderson argued with a woman at the apartment, but when Anderson went to the bathroom, she grabbed her keys, ran from the apartment, reached her car, sped away from the complex and called the police.

Anderson is charged with felony robbery and felonious restraint and had cash-only bond set at $100,000.

He also has active warrants for probation violation and for failing to appear in court, Hann wrote in the probable-cause statement.
