Navy finds no sign of shooting at center

SAN DIEGO -- Authorities found no gunman or signs of a shooting Tuesday after receiving a report from a Department of Defense employee that shots had been heard at one of the nation's largest Naval medical facilities. The report of a shooting grabbed attention across the country and led to the lockdown of Naval Medical Center San Diego in Balboa Park, near the San Diego Zoo, and three nearby schools. Authorities lifted the lockdown at the schools and hours later at the facility after military police finished a thorough sweep of the building in question. Fears were heightened when the medical center posted on its Facebook page: "An active shooter has just been reported in building #26 at Naval Medical Center San Diego. All occupants are advised to run, hide or fight."

Louisiana can't enforce abortion law

NEW ORLEANS -- A federal judge says a Louisiana abortion law unconstitutionally would restrict women's right to an abortion if the state is allowed to enforce it. The 112-page ruling handed down late Tuesday is not the final word on the case, however. District Judge John deGravelles ruled only to keep in effect his order blocking Louisiana from requiring doctors who provide abortions to be able to admit patients to a hospital within 30 miles. He has not ruled on the law itself, although he heard arguments about it in June.

'Doomsday Clock' kept at high alert

STANFORD, Calif. -- Rising tension between Russia and the U.S., North Korea's recent nuclear test and a lack of aggressive steps to address climate change are putting the world under grave threat, scientists behind a "Doomsday Clock" that measures the likelihood of a global cataclysm said Tuesday. The Bulletin of the Atomic Scientists announced the minute hand on the metaphorical clock remained at three minutes to midnight. The clock reflects how vulnerable the world is to catastrophe from nuclear weapons, climate change and new technologies, with midnight symbolizing apocalypse. "Unless we change the way we think, humanity remains in serious danger," said Lawrence Krauss, chairman of the bulletin's Board of Sponsors.

Escapee ordered deported to Vietnam

SANTA ANA, Calif. -- One of three fugitive inmates who escaped from a California jail last week was ordered deported to Vietnam in 1998 but has been in this country racking up a lengthy rap sheet, immigration officials said Tuesday. Bac Duong, 43, came to the United States legally in 1991 but was ordered removed seven years later, Immigration and Customs Enforcement said in a statement. The order came shortly after he served time in state prison on a 1997 burglary conviction, state records show. The case is one of thousands involving immigrants convicted of crimes whom federal authorities want to deport but haven't been able to because their native countries wouldn't take them back. In 2012, ex-convict Binh Thai Luc was charged with killing five people in San Francisco after Vietnam didn't issue the travel documents needed to repatriate him.
