The Cape Girardeau Police Department released the following items. Arrests do not imply guilt. Arrests n Holt A. Foster, 29, 429 Themis St., was arrested on suspicion of stealing alcoholic drinks at Hot Shots, 15 N. Main St. n Shawn A.
