JEFFERSON CITY, Mo. -- The Missouri Senate gave first-round approval yesterday to a new school foundation formula; the formula increases the minimum tax levy for local school districts, but doesn't address the issue of raising taxes to fund increased costs of the new formula.

A new facility to house the district office of the Missouri Board of Probation and Parole is under construction on Mount Auburn Road; the building is being built under contract with H&H Co. of Farmington, Missouri; this is the fifth structure the company has built under a construct-and-lease agreement with the Missouri Department of Corrections.

In an effort to show their disapproval of the recent dismissal of eight faculty members, a crowd of State College students holds a study vigil on the front lawn of Academic Hall; the vigil is held from 8 a.m. to 6 p.m., and doesn't interrupt classes.

The Federal Aviation Agency is conducting an aircraft traffic count this week at Cape Girardeau Municipal Airport to establish guidelines used in determining the airport's qualification for a control tower; the last count was made in 1967, but the airport didn't qualify then for a tower.

MALDEN, Mo. -- Scores of young aviation cadets, vanguard of hundreds soon to follow, will start arriving next month at the Army Air Forces big, new basic flying school near here; already past the pre-flight and primary stages of instruction, the cadets will receive more advanced training in larger and heavier planes at the Malden field.

Staff Sgt. Lawrence E. "Jake" Davis, 22, son of Mr. and Mrs. Earl Davis of Cape Girardeau, is missing in action in the European war theater; his brother, John O. Davis, was reported missing in action in Africa in March; but according to Catholic Church communications, he is now a prisoner of war in Italy.

When the committee of speakers for the Third Liberty Loan campaign reached Whitewater last night, they found a revival meeting in progress at the big Methodist church; the evangelist, the Rev. Will "Big Bill" Tetley, turned over the packed meeting to the committee; speakers were Russell L. Dearmont, E.J. Deal, Albert Spradling, H.E. Alexander and Oscar A. Knehans.

J.M. Colmant, representing the Birmingham Nurseries Co., was here two days this week planting shrubs on the Federal Building grounds; the flower beds that had graced the lawn have been done away with, replaced by plantings of some fine shrubs.
