JACKSON -- By the end of the year, the City of Jackson will have installed a new computerized system that will allow it to monitor production at the municipal power plant more accurately and to identify the location of outages quickly.

The Jackson Board of Aldermen voted unanimously Monday night to purchase the Supervisory Control and Data Acquisition System from Novatech of Lenexa, Kan., for $177,886.

The system will enable the city to monitor voltage and amps being produced and will allow its electrical consultant in St. Louis to track power production and do trouble-shooting.

The equipment being brought in initially will enable the city to identify an outage down to the block, Public Works Director Jim Roach said. Eventually, the system will be able to spot a malfunction in a particular line.

"It will give us the ability to determine where a line is out without going out and looking," Roach said.

The city's current monitoring system is much less precise and uses software handwritten by a previous engineer employed by the city. The new system will use more standardized software.

Payment for the system will be spread between the current and forthcoming fiscal years.

The board also approved more than $62,000 in paving projects. The first, to begin Oct. 18, will repair damage in the Grandview Subdivision caused by the city's sewer project.

Other overlays scheduled are:

-- The driving lane into the recycling center on Eastview Court.

-- The Shawnee Boulevard and Old Cape Road intersection.

-- West Adams between Bast and Highway 72.

-- West Park Avenue between Missouri and Russell.

-- Maryland Street between Kate and Florence.

In other business the board de-annexed six acres of property owned by Wade Hartle off Old Orchard Road. The city had annexed the property in August. The owner asked the board to de-annex it because his plans for the property would not have fit within city ordinances, Roach said.

-- Accepted petition for voluntary annexation of property owned by Chug Crites and Julie Koontz and set a public hearing for Monday, Nov. 1 at 7:30 p.m.

-- Approved an ordinance de-annexing certain property owned by Wade Hartle that was previously annexed in the City of Jackson.

-- Accepted the bid of Novatech, L.L.C., of Lenexa, Kan., in the amount of $177,866 for a SCADA (Supervisory Control and Data Acquisition) System for the municipal power plant.

-- Approved an ordinance authorizing a contractual agreement with Novatech, L.L.C., relative to the purchase and installation of a SCADA System for the municipal power plant.

-- Approved Change Order #1 in the amount of $15,860.55 relative to the Klaus Park Sanitary Sewer Lift Station and Force Main Project Contract. The payment is due to the need for an additional sewer line that was not foreseen.

-- Set a public hearing for 7:30 p.m. for Monday, Oct. 18, to consider the proposed revision for traffic flow and parking along the 100 block of South High Street.

-- Instructed the city attorney to prepare an ordinance amending Chapter 2, Article VI, Division 2 of the Code of Ordinances relative to the composition of the Planning Commission and the Zoning Commission.

-- Tabled a proposal to make improvements on the 200 block of South Bast Street.

-- Approved the preliminary plat of Carole Rhodes Subdivision as submitted by Scott Rhodes of the Vernon Rhodes Family Partners, L.P.

-- Approved the final plat of Fairway Estates Sixth Subdivision, Amended.

-- Approved a partial easement vacation in Green Meadows Fourth Subdivision and Green Meadows Second Subdivision.

-- Aprroved the final plat of Country Club Place Fourth Subdivision as submitted by Troy Wilson of the First National Bank of the Mid-South.

-- Accepted the bid of Apex Paving Co. of Cape Girardeau in the amount of $62,858 under the 1999 Asphalt Street Improvement Program.

-- Authorized a contractual agreement with Apex Paving Co. relative to projects under the 1999 Asphalt Street Improvement Program.
