Jackie Cecil has retired as manager of the Missouri Employment Security office at Cape Girardeau.

Cecil joined the Division of Employment Security in 1971, serving as an employer service representative at the Sikeston Job Service Office. He joined the Cape Girardeau office as manager in 1988, serving Cape Girardeau, Bollinger and Perry counties.

Cecil, a Caruthersville native, previously worked with the Division of Veterans Affairs, as a veterans services officer, from 1962 to 1971. He has worked 36 years with the state.

Diane Wichard is new district and satellite franchise manger for H.R. Block Co. in Southeast Missouri.

Wichard has been with H & R Block for nine years.

She started with the company as a tax preparer and later served as assistant district manager.

She moved to her new position here from St. Louis in late 1997.

H & R Block has Cape Girardeau offices at 1471 N. Kingshighway and inside the Sears Store at 2102 William and 23 satellite offices in an area from Potosi on the north to the Arkansas line. The company also has an office at Paragould, Ark.

"We hope to add a third office in Cape Girardeau in the future," said Wichard.

Wichard is also an "enrolled agent," which means she can go before the Internal Revenue Service and represent people who have filed through H & R Block.

Wichard started visiting the various H & R Block offices last week.

Gary Underwood of Burfordville has been named director of the new Community Counseling Center satellite office at Marble Hill.

Underwood, a licensed professional counselor, has been affiliated with Community Counseling Center at 409 Silver Springs Road for more than 17 years. He has a bachelor's degree in social work and a master's degree in psychological counseling from Southeast Missouri State University.

Dr. John Hinni, president of the board of directors of the Community Counseling Center, recently announced the opening of the Marble Hill satellite office. The new office at 606 Route 34 offers a full range of services.

Community Counseling Center, funded and directed according to professional standards for comprehensive behavioral health services established by the Missouri Department of Mental Health, provides services to children and adults.

Dave Courvoisier, a former news anchor at KFVS12-TV, is returning to Cape Girardeau.

Courvoisier, a native of Greenville, Ill., attended the University of Illinois at Champaign-Urbana. He joined KFVS12 as anchor and reporter in 1981, working there until 1984, when he moved to a CBS affiliate at Greensboro, N.C. He has worked at KVBC, an NBC affiliate in Las Vegas, since 1985 as a newscast anchor.

Doris Jean Arnold of Century 21 Key Realty will be honored as a Centurion Sales Agent, during Century 21's national convention this month at St. Louis.

She was honored earlier this month at San Diego for her sales performance.

She was the top producing sales agent for the first two months of 1998, closing in excess of $2.5 million.

Keith Hency, Robby Jenkins, Diana Dees, Luda King and Mike Hiett have received promotions by Dana Corp.'s Spicer Axle Division in Cape Girardeau.

Hency was promoted to cell leader in Department 600 on B Shift. He started with the company in July 1996.

Jenkins was promoted to cell leader in Department 143 on D Shift. He started with Dana last March.

Dees was promoted to staff secretary. She has been with Dana since June 1993.

King was promoted to gauge control technician on C Shift. Luda started with Dana last March.

Hiett was promoted to gear quality technician o D Shift. He joined the company in October 1996.

Wayne Owens, road driver for ABF Freight Systems Inc., has been selected for the 1998 ABF Road Team.

Owens of Dexter is based out of the Cape Girardeau ABF terminal and joins the 12-man team that will travel throughout the country as spokesmen for the trucking industry.

Qualifications for earning a spot on the team include a safe-driving record, leadership abilities and concern for quality in the industry.

Owens has numerous safety awards, including the Million Mile Award. He won a spot on the road team in 1995 and 1997.

ABF has more than 320 terminals in the United States.

Sandy Quigley of Gulliver's Travels, 111 N. Missouri, Jackson, has returned from an educational tour of Ireland.

Quigly, who has been in the travel industry for four years, visited Blarney and Bunratty Castles, and points of interest in the Irish countryside.

Ted J. Williams has been named commercial relationship manager and agricultural manager at NationsBank.

Williams joined the bank in Cape Girardeau in 1987. He transferred to Lebanon, Mo., in 1993, where he served as president and chief executive officer of NationsBank's predecessor, Boatmen's. He transferred back to Cape Girardeau last September.

Williams has a bachelor's degree in agriculture from Arkansas State University and a degree in agri-finance and banking from Iowa State University.
