The scholarship covers one semester's incidental fees and is presented to a junior or senior who is pursuing a bachelor of arts degree in history, a bachelor of science in education degree in social studies or a bachelor of arts degree in a social science with a history minor. The recipient also must have an overall grade point average of 3.0 and above-average grades in history courses.

Loggins is a senior at Southeast, majoring in political science and history. She is a member of Phi Alpha Theta history honor society, Pi Kappa Alpha political science honor society, and Phi Alpha Delta law fraternity. She has been named to the National Dean's List and to the university's Dean's List, and has participated in the Model United Nations Program. She is one of 23 students selected from the United States and Canada to participate as a fellow for the Center for the Study of the Presidency in Washington, D.C., during the 1993-1994 academic year.
