Although the city of Cape Girardeau is ready to embark on a new performance evaluation system for employees, not everyone on the city payroll will be subject to the program.

Dan Ward, the city's human resources manager, said department heads aren't evaluated under the guidelines established in the new plan. But, he added, their pay increases are based on the same basic concept: Stellar performance should be rewarded.

City employees are divided into two categories: specialty the city manager, assistant city manager, city attorney, municipal judge, and department heads and directors and regular.

The specialty employees are evaluated annually by City Manager J. Ronald Fischer, who sets their salaries.

Typically, Ward said, when a department or division head is hired or promoted, they reach an agreement with Fischer regarding their salary.

"Generally, there's a one-year review period specified when they're hired that includes an expected pay increase if they perform adequately," Ward said. "After the first year, the reviews are still annual, but there's not any formula for how the rates are adjusted."

Ward said there is no standard pay increase for department heads and specialty employees, but the hikes generally range from $750 to $1,000 annually.

"That tends to be tied to how that person performs on the job," he said.

This year, all city employees received a $1,000 raise, regardless of their present salary or their position. Fischer said some of the department heads this year might receive larger pay hikes. Their salaries will be reviewed on the anniversary of their hire date.
