KELSO - A tie between two incumbents in a three-way race for two seats on the Kelso C-7 School District Board of Education left Scott County Clerk Bob Kielhofner at an impasse Tuesday night.

"We've got a tie," said Kielhofner, admitting he didn't know how to decide the deadlock. "It's the first one we've had since I've been here."

The Scott County clerk of 20 years added, "It's kind of unusual to have a tie in those races."

The tie, at 97 votes, resulted between incumbents Charles Schwartz and Norman J. Heuring, said Kielhofner. Contender Robert Mothershead won one of the two seats with 104 votes.

Both seats carry three-year terms.

Kielhofner said he would probably contact Circuit Judge Anthony J. Heckemeyer to ask if he wants to open the ballots for a recount.

"He may want a recount right away," he said. "I think that's the first thing we should do, before we go to the expense of having another election."

Kielhofner said he also planned to call the Missouri Department of Elementary and Secondary Education's attorney about the matter.
