Commerce - Joseph L. Moore, 84, pioneer resident of this community and long associated with land development in Scott County, died yesterday at his home; Moore was born July 19, 1867, in Commerce, son of Joseph Harvey Moore and Anna Elizabeth Hunter.

Construction of new $176,587 waterworks plant, to give better water facilities to consumers in Cape Girardeau, is proposed by Missouri Utilities Co. to Mayor James A. Barks and city council; company proposes to build new plant at Cape Rock.

Bonds of new Southeast Missouri Hospital are being offered by Francis Bros. & Co., investment dealers of St. Louis; issue is a closed first mortgage on ground, building and equipment, which has been appraised at $157,000.
