Approved an ordinance amending Section 25-77(3) of the City Code relating to multiple-dwelling unit subdivision design standards.

Approved an ordinance amending amending Section 30-39(d)(41) of the City Code relating to special use regulations for the placement of temporary manufactured business units.

Approved an ordinance amending granting a special use permit to LaCroix United Methodist Church for purposes of placement of a temporary modular single-wide office unit at 3102 Lexington Avenue.

Approved an ordinance amending amending Chapter 30 of the Code of Ordinances by changing the zoning of 600, 601, 610, 633, 635, 636, 637, 643, 646, 656, 678, 689 and 690 Highland Drive from R-3 to R-2.

Approved an ordinance amending amending Chapter 30 of the Code of Ordinances by changing the zoning of 1217, 1223, 1235, 1237, 1243, 1257 and 1220 Rockwood Drive from R-3 to R-2.

Approved an ordinance amending amending Chapter 30 of the Code of Ordinances by changing the zoning of 1201, 1202, 1211, 1208, 1222 and 1225 Hillcrest Drive, and 615 and 621 North Henderson Avenue from R-3 and R-4 to R-2.

Approved an ordinance amending amending Section 30-41 of the City Code relating to billboards.

(First readings)

Approved an ordinance amending repealing Section 16-33 of the City Code relating to the Motorcycles Safety Trust Fund. (The city code requires the municipal court to assess additional court costs against any person convicted of violating an ordinance of the city as an operator of a motorcycle. On July 11, Gov. Bob Holden signed a bill that repealed the authorization for municipalities to assess those court costs for the Motorcycles Safety Trust Fund.)

Approved an ordinance amending authorizing and directing the issuance, sale and delivery of $3,200,000 principal amount of special obligation refunding and improvement bonds, series 2002; and approving certain documents and authorizing certain other actions in connection therewith. (This ordinance would authorize the refinancing of its outstanding 1993 Leasehold Revenue bonds and its outstanding 1994 certificates of participation. It would also give authorization for the city to issue bonds to allow the remaining Transportation Trust Fund I projects to be completed in a timely manner and to fund the costs of two development agreements with DSW Development Company.)

Resolutions

Approved a resolution authorizing the city manager to execute a grant agreement and all necessary grant documents with the Federal Aviation Administration. Approved a resolution authorizing the city manager to execute an Airport Utility Contract with Dutch Enterprises Inc.

Approved a resolution authorizing the city manager to execute a Vehicle Lockout Service Agreement with Sperling's Garage and Wrecker Service. (The bid is in the amount of $22. Currently, the city has a lockout contract with Seabaugh's Auto Repair for $22.50.)

Approved a resolution authorizing the refunding of certain outstanding obligations of the Cape Girardeau (Missouri) Public Facilities Authority, authorizing and approving certain documents in connection with the refunding; and authorizing certain other actions in connection with the refunding. (This resolution authorizes the city to redeem the bonds that can be retired a the result of the issuance of the aforementioned special obligation bonds (the last of the new ordinances). It also authorizes the early retirement of the $450,000 in general obligation bonds due Nov. 1, 2004.)
