Concern over lack of available rental units in Cape Girardeau has prompted debate over whether housing authority and public housing are needed; last week City Councilman Doug Richards suggested city again examine whether public housing is needed for low-income residents.

Nell Holcomb School and Procter and Gamble have established partnership to help motivate students and prepare them for world of work; this is Holcomb's first Adopt-a-School arrangement; each Cape Girardeau public school has Adopt-a-School partner except Central High School.

Rate increase request filed before Federal Power Commission by Union Electric Co., could ultimately entail 7.5 percent increase to retail customers of Missouri Utilities Co. in Cape Girardeau; Union Electric this week asked FPC for $15 million annual increase in rates it charges to wholesale customers; Missouri Utilities, subsidiary of the company, buys power from the larger utility.

For third straight year, on-campus fall enrollment records at Southeast Missouri State University have been broken; there are total of 8,584 students; that figure beats 8,090 total from 1976, and far surpasses fall term high of 7,393 registered in 1975.

50 years ago: Sept. 28, 1952

Construction of new Trinity Lutheran Church parsonage in first block of North Benton street will begin this week; building will be near Independence street on east side of Benton; pastor, the Rev. Wilber Koenig, hopes residence will be completed by first of year; no plans have been made for church-owned dwelling at 63 N. Pacific, which Koenig and his family now occupy; former church parsonage at 535 Themis, across from church, contains church offices on first floor and apartment for group of Trinity Lutheran School teachers on second floor.

E.C. Smith and his son-in-law and daughter, Mr. and Mrs. Martin Johnson, have completed negotiations for purchase of Penn-York Hotel on 23-mile beach at Daytona Beach, Fla., and will take possession Oct. 19.

75 years ago: Sept. 28, 1927

With probability of more favorable weather for second day, officials of Cape Fair plan to restore regular schedule of events to exhibition tomorrow with indications that attendance would be at record figures; heavy rain fell during greater part of yesterday and early today, lowering attendance at fair and making parts of Fairground Park impassable; races scheduled for today are called off because of muddy track.

J. Frank Proffer, 71, retired farmer of near Burfordville, attends Cape Fair -- 49th consecutive year he has been present at big event; J.F. Young, 81, claims record of being oldest county resident attending big exposition today; Young lives on farm four miles west of Gordonville.
