William and Marcy Dockins of Cape Girardeau and Charles Neeley of Olmsted, Ill., announce the engagement of their daughter, Rebecca Elaine Neeley, to John David Sims. He is the son of Dr. and Mrs. Michael H. Sims of Knoxville, Tenn. Neeley is the Sprint LDD account manager for Eastern Tennessee.
