Voters should recognize that change will occur no matter who is elected president, and they should decide who to vote for based on who they want to manage that change, U.S. Secretary of Agriculture Edward Madigan said Wednesday; Madigan made comments in noon speech before Cape Girardeau Lions Club.

Long-awaited construction of elevators in three academic buildings at Southeast Missouri State University is expected to begin next week; work will be done by Penzel Construction Co. of Jackson, which submitted low bid of $416,000; elevator tower will be added to north side of Art Building; in Grauel Building elevator will be built within northern section of structure.

25 years ago: Oct. 22, 1977

Southeast Missouri Museum, Inc., was successful yesterday in purchasing at auction 54 documents dubbed "Flad papers" and relating to Civil War period in Cape Girardeau; items cost $360; recovery of documents was stroke of luck; they were discovered by Goodwill Industries employee among items being sorted from collection boxes in St. Louis area.

Leo W. Allston Jr. has been appointed juvenile officer of 32nd Judicial Circuit, composed of Cape Girardeau and Bollinger counties; appointment is to be effective Nov. 7; Allston, for past 20 months, has been deputy juvenile officer of St. Louis County Juvenile Court.

50 years ago: Oct. 22, 1952

Chaffee -- Sgt. Charles Dunlap, 20, was killed in action in Korea on Oct. 6, according to word received by his mother, Mrs. Ezra Harrell; youth was previously reported missing in action; he served in Co. B of second combat engineers of Second Division and was fighting in Old Baldy sector at time of his death.

Harley Allmon, employee for past two years, has been appointed superintendent of State College farm, replacing William McElreath, who retired several weeks ago after serving in that capacity for many years.

75 years ago: Oct. 22, 1927

St. Louis -- Plans of Missouri Pacific to build line into Cape Girardeau are revealed in announcement by President L.W. Baldwin; he says Missouri Pacific has filed application with Interstate Commerce Commission for permission to construct line from Illmo to connection with Cape Girardeau Northern and for permission to purchase and reconstruct portion of that line, now in disuse.

With final enrollment of 1,245, Southeast Missouri Teachers Association closes its annual meeting at noon, after interesting morning session, during which teachers heard widely-known educators discuss needs of schools in Missouri; P.J. Stearns, superintendent of schools in New Madrid County, is elected president of association, succeeding W.H. Lemmell of Caruthersville.
