Michael and Debbie Frank of Cape Girardeau announce the engagement of their daughter, Shelley Marie Frank, to Zachary Thomas Fischer, both of St. Charles, Missouri. Zachary is the son of Bill Fischer of Perryville, Missouri, and the late Kathy Fischer.

Shelley is a 2008 graduate of Notre Dame Regional High School. She received a Bachelor of Science degree in health management in 2012 from Southeast Missouri State University. She is a business manager with the city of Wentzville, Missouri, Parks and Recreation Department.

Zachary is a 2008 graduate of St. Vincent High School in Perryville. He received a Bachelor of Science degree in criminal justice in 2011 from Southeast Missouri State University. He works for the city of St. Charles.

An Oct. 13 wedding is planned in Cape Girardeau.
