Carol Garbo of Grand River, Ohio, and Salvatore Garbo of Concord, Ohio, announce the engagement of their daughter, Jennifer Samantha Garbo, to Phillip Hays Zoffuto, both of Midlothian, Va. He is the son of Lou Ann Zoffuto of Cape Girardeau, and the late Dr. Anthony Charles Zoffuto.

Garbo is a graduate of Riverside High School in Painesville, Ohio, and Edinboro University of Pennsylvania in Edinboro. She is a training officer with Chesterfield County Police Department.

Zoffuto is a graduate of Central High School, and Virginia Military Institute in Lexington. He is an officer first class with Chesterfield County Police Department.

A Sept. 25 wedding is planned at St. Stephen's Episcopal Church in Richmond, Va.
